"Necessary conditions for real COMMITMENTS?" (Results of several group works)

self initiative (I promise it to myself)
willingness to get fully involved
achieving the goal agreement must be fun
the use of it must be visible (for employees and company)
success is appreciated (ownership)
employee must be convinced of the cause
necessary conditions: free space (übertragener wäre auch: freedom),
resources, competence, trust and interest "from the top"
inner contentedness
being able to create something new and take part in it oneself
Adequate conditions for commitment
challenge
new
responsibility and freedom
fun
timewise, use is concrete
power over things, processes, people
independence from others´ opinion, help, support

Questions concerning this:

To what extent of production activities (routines, standards etc) are these conditions actually relevant?
Is there a "natural boundary" in the company´s hierarchy (e.g. machine workers, shift leaders or similar) under which commitment can´t be realized anymore, simply because the above conditions cannot be provided?
For these levels, isn´t the standard COMMITMENT simply "asking too much" and isn´t the term motivation possibly "enough" there?
